Zelenskyy Accuses US of Delaying Missile Deliveries as Trump Questions Ukraine’s Negotiating Leadership

Ukrainian President Volodymyr Zelenskyy has accused the United States of delaying the delivery of air defence missiles already paid for by European allies, raising fresh concerns about military support for Kyiv as its war with Russia continues. The dispute comes as US President Donald Trump has publicly questioned Zelenskyy’s role in negotiations and suggested that another representative should negotiate on Ukraine’s behalf.
The latest developments highlight growing tensions between Washington and Kyiv over military assistance, intelligence cooperation and the strategy for ending the conflict. Ukraine says it needs continued support to defend against Russian attacks, while Trump has pushed for a negotiated settlement and criticised Ukrainian strikes against Russian oil infrastructure.
Zelenskyy Raises Concerns Over Missile Deliveries
Speaking during a meeting with US congressional representatives on October 19, Zelenskyy said the Pentagon was holding up missiles that European partners had already purchased for Ukraine through the Prioritised Ukraine Requirements List (PURL) programme.
He said the delivery process remained incomplete despite the availability of the equipment. According to the Ukrainian president, one package was awaiting approval from US Defence Secretary Pete Hegseth.
The PURL initiative allows participating countries to finance the purchase of American-made military equipment for Ukraine. Although European allies provide the funding, certain transfers of US-origin weapons require approval from Washington.
Zelenskyy argued that the delay was particularly concerning because Ukraine depends on air defence systems to protect its cities and critical infrastructure from Russian missile and drone attacks. He suggested that political considerations might be influencing the pace of assistance, although the US administration had not publicly confirmed such a decision.
Concerns Over Intelligence Cooperation
The Ukrainian president also raised questions about intelligence sharing and access to the Starshield satellite communications system, which supports certain Ukrainian military operations.
Zelenskyy said Ukraine had not received advance warnings of incoming attacks on three occasions during the preceding week. Such information can be important for preparing air defences and helping civilians respond to potential strikes.
The concerns come amid wider uncertainty about the consistency of American support. Washington has maintained that it continues to play a role in efforts to end the war, while disagreements over military assistance and Ukraine’s operations against Russian energy infrastructure have complicated relations.
For Kyiv, maintaining reliable intelligence cooperation remains an important part of its defence strategy. Any disruption can increase uncertainty as Ukrainian forces respond to continuing Russian attacks.
Trump Questions Zelenskyy’s Role in Peace Talks
Trump, meanwhile, said on October 19 that Ukraine should consider appointing someone other than Zelenskyy to negotiate an end to the war.
The American president argued that the Ukrainian leader had failed to secure a settlement earlier and suggested that a different negotiator might achieve better results. His comments followed previous criticism of Zelenskyy and disagreements over Ukraine’s military strategy.
Trump has repeatedly called for an end to the conflict and criticised Ukrainian attacks on Russian oil refineries. His administration has also taken steps concerning sanctions and energy arrangements involving Russia, decisions that have drawn concern from Kyiv and some Western lawmakers.
Zelenskyy has maintained that Russia’s continued attacks make it difficult to reach a durable settlement without credible security arrangements. Ukraine has also insisted that negotiations must account for its territorial integrity and long-term protection against renewed aggression.
Ukraine Signals Willingness to Discuss a Limited Pause
Zelenskyy said Ukraine would consider suspending strikes on Russian oil refineries for 30 days if the United States supplied additional interceptors for Patriot air defence systems.
The proposal links a potential reduction in certain Ukrainian attacks to assistance that Kyiv considers essential for protecting its population and infrastructure. It remains unclear whether Washington will accept the proposed arrangement.
Zelenskyy also indicated that Ukrainian representatives could meet US presidential envoys Steve Witkoff and Jared Kushner in Norway in the coming days.
Diplomatic Efforts Continue Amid Disagreements
The latest dispute illustrates the difficulties facing efforts to end the war. Ukraine is seeking continued military support and stronger security assurances, while the Trump administration is pressing for negotiations and challenging aspects of Kyiv’s approach.
Whether the disagreements lead to changes in weapons deliveries or the diplomatic process remains uncertain. For now, missile approvals, intelligence cooperation and the conditions for peace talks remain central issues in the increasingly strained relationship between Washington and Kyiv.
