With Rajasthan’s panchayat elections approaching, prospective candidates are checking the eligibility conditions for contesting the sarpanch post. While some requirements remain in place, recent changes have removed two restrictions that previously affected candidates: mandatory educational qualifications and the disqualification linked to having more than two children.
However, candidates must still meet other legal conditions before filing their nomination papers. These include the minimum age, voter-list registration, toilet-related requirements and eligibility for the seat’s reservation category.
Minimum Age and Voter Registration
A person must be at least 21 years old to contest a sarpanch election in Rajasthan. The candidate’s name must also appear on the electoral roll of the relevant gram panchayat area.
Meeting these basic conditions is essential, but it does not automatically guarantee eligibility. Candidates must also check whether the sarpanch seat is reserved and whether any legal disqualification applies to them.
Is Any Educational Qualification Required?
No minimum educational qualification is currently required to contest Rajasthan’s panchayat elections for the sarpanch post. Candidates do not need to have passed Class 5, Class 8 or any other specified examination.
The state had introduced educational requirements through amendments in 2015, including different standards for certain categories and areas. Those conditions were subsequently removed. As a result, a person’s lack of formal schooling does not, by itself, prevent them from contesting the election.
This means that voters’ choice of representative is not restricted by a minimum school qualification, although candidates must satisfy all other conditions under the applicable law.
Toilet Requirement: A Key Eligibility Condition
One important condition concerns sanitation facilities at the candidate’s home. The law requires a candidate to have a functional sanitary toilet. The requirement is not limited to the existence of a toilet structure; it must be usable.
The legal provision also considers whether a member of the candidate’s family uses open spaces for defecation. Therefore, candidates should understand the applicable definition and ensure that their household meets the requirement before submitting nomination papers.
This condition makes sanitation an important part of the eligibility check for anyone planning to contest the sarpanch election.
Can Candidates With More Than Two Children Contest?
Yes. Rajasthan has removed the two-child restriction for panchayat elections through a change in the law. Having three or more children is therefore no longer an automatic ground for disqualification.
Earlier, the provision had prevented certain candidates with more than two children from contesting local elections. The change widens the pool of people eligible to participate in grassroots democratic processes.
Candidates should still review the current legal provisions and any applicable exceptions rather than relying on older election information.
Rules for Reserved Sarpanch Seats
Reservation is another important factor. If a sarpanch seat is reserved for Scheduled Castes, Scheduled Tribes, Other Backward Classes or women, candidates must meet the relevant eligibility requirements.
For example, a seat reserved for women can only be contested by an eligible woman candidate. Similarly, candidates contesting a category-reserved seat must satisfy the applicable conditions for that category.
Other Reasons That Can Affect Eligibility
Certain legal or financial issues may also prevent a person from contesting. These can include specified convictions, disqualification under election law, relevant financial interests or unpaid dues owed to the panchayat. Some disqualifications may be resolved by meeting the legal conditions before nomination, but the applicable rules should be checked carefully.
Overall, Rajasthan’s 2026 sarpanch eligibility framework does not require formal education or impose the earlier two-child restriction. However, the minimum age, voter registration, functional toilet requirement, reservation rules and other legal conditions remain important. Prospective candidates should verify their eligibility under the current law before filing nomination papers.
